July 7 New York state is receiving much criticism for misallocating funds from a 911 service fee imposed on the state’s cell phone users. Reportedly, only $.06 of the $1.20 per month fee, went to finance upgraded 911 technology designed to locate cell phone callers when they cannot talk, and the rest has gone toward funding state employees’ overtime, fringe benefits and other daily agency expenses including dry cleaning.
